Class EA Process
The Ontario Ministry of Transportation (MTO) Class Environmental Assessment (EA) for Provincial Transportation Facilities (2000) provides a decision-making process to make sure that all relevant engineering and environmental factors are considered in the planning and design of transportation facilities. A Detailed Design and Class Environmental Assessment Study undertaken as a Group ‘B’ project, which includes highway improvements that provide/cause a significant modification in traffic access.
A Design and Construction Report (DCR) was completed in 2019 under the MTO Class EA to document:
- The major features of the proposed work
- A full description of the consultation program
- Environmental impacts, mitigation, and protection measures that will be implemented during construction
The 2000 Class EA identifies that A DCR Addendum may be required if it is necessary to make significant changes to the commitments outlined in the DCR, or changes to the concept of portions of the project. Since the completion of the Environmental Assessment process, construction work identified the need for additional construction activities that require the closure of the Highway 401 eastbound on-ramp from south on Townline Road to complete. The addendum to the DCR to addresses this change.
The DCR Addendum will:
- Identify the nature of the proposed change to the DCR
- Provide an overview of additional consultation to be undertaken
- Identify Environmental impacts, mitigation, and protection measures associated with the change
Following completion of the 30 day DCR Addendum review, the project will proceed to construction.

Consultation
Consultation occurred as part of the Detailed Design and Class EA Study which concluded in 2019. Consultation included a:
- Notice of Study Commencement
- Consultation with regulatory agencies and stakeholders
- Communication with Indigenous Communities
- Communication with property owners, residents, and businesses in the study area
- Preparation of a Design and Construction Report
- Notice of Completion and comment period for the DCR period
Notification for the DCR Addendum will include a newspaper advertisement at the initiation of the 30 day public review period. The notice will also be posted on this website and sent directly to all contacts on the project mailing list, including notification to regulatory agencies, stakeholders, and Indigenous communities.
Stakeholder input will be addressed and recommendations implemented, as appropriate.
